Terror Zones are special areas that become corrupted on a rotating schedule. When active, monsters within these zones gain significantly increased levels, making them stronger but also substantially more rewarding.
The system rotates through a predefined list of zones, and players receive notifications through the in-game chat window when corruption begins and ends.
Typical Terror Zone notifications include:
• Corrupted tremors strike X and X!
• The tremors show signs of slowing.
• The corruption begins to fade.
• The corruption has all but dissipated.

An important detail is that monster levels can never drop below the zone's original level.

Many players farming runeword bases and currency also use Terror Zones to accumulate wealth before they buy D2R Runes or complete expensive runeword projects.
Before Terror Zones were introduced, reaching level 99 was an exhausting grind.
Experience penalties become severe when your character significantly exceeds the level of the monsters being killed.
If your character is more than nine levels above a monster, experience rewards are reduced dramatically—often to roughly 5% of their original value.
This created a situation where high-level players repeatedly farmed Diablo because he remained one of the few monsters capable of providing meaningful experience.
