Diablo 4 Season 16 is introducing a major change to endgame progression, and War Plans Tactics is one of the biggest features to test in the 3.3.0 PTR. The new system gives players more control over which activities and rewards appear, potentially making farming less dependent on random choices.

The PTR runs from October 27 to November 3, 2026. Alongside War Plans, players can test Tyrael’s Boons, new Horadric Items, and changes to several endgame activities.

The idea behind War Plans sounds promising, but there are two important questions: Can it make farming more efficient, and are the new restrictions worth dealing with? Here is how the system works and what players should watch during testing.

1. How War Plans Tactics Works

War Plans Tactics is a progression system that lets players influence the activities and rewards offered through War Plans.

The basic process is straightforward:

  • Complete War Plans activities to earn points.
  • Invest points in activity nodes to increase the chances of preferred activities appearing.
  • Invest points in reward nodes to improve the chances of receiving preferred reward options.

Each activity node can receive up to three points. Reward nodes also support up to three points, letting players prioritize categories such as weapons, armor, jewelry, Obducite, salvage materials, gems, gold, Activity Keys, Horadric Cube Materials, and Talisman Items.

There are also specific options for Greater Helltides and Escalation Dungeons. Investing at least one point in Helltides or Nightmare Dungeons unlocks the corresponding choice to increase their chances of appearing in War Plans.

War Plans Tactics is available for both Seasonal and Eternal Realm content.

The key detail is that these investments improve the likelihood of seeing preferred options. They do not guarantee a particular activity or Diablo 4 items, so players will still need to deal with some randomness.

2. Can War Plans Make Farming More Efficient?

This is the main reason the system could matter to regular endgame players.

Diablo 4 offers several activities, but players often have different goals. Someone upgrading a new character may prioritize equipment, while a more developed build might need Obducite, salvage materials, or other resources.

War Plans gives players more influence over those priorities.

Choose activities that match your goals. Players can invest in preferred activity nodes instead of relying entirely on the default selection process. If you enjoy Helltides or Nightmare Dungeons, you can also improve the chances of seeing Greater Helltides or Escalation Dungeons.

Focus on useful rewards. Reward nodes let players prioritize specific categories rather than treating every reward as equally valuable. This could make progression more convenient when you know exactly what your character needs.

Adjust your strategy as your character develops. Equipment may be your priority early on, while crafting materials become more important later. A flexible system should allow players to change their approach instead of forcing them to use the same setup throughout progression.

However, there is an important limitation. Increasing the likelihood of an activity or reward appearing does not eliminate random outcomes. The system will only feel worthwhile if those bonuses make a noticeable difference during regular play.

3. Marks of Wisdom: Is Respeccing Too Restrictive?

War Plans introduces a new currency called Marks of Wisdom. Players earn these marks by turning in completed War Plans and use them to change selections in the War Plans Tactics tree and individual Activity trees.

This replaces gold as the currency used for these changes.

The PTR currently caps Marks of Wisdom at 20.

The system creates an interesting trade-off. On one hand, it gives players a dedicated way to adjust their farming priorities. On the other, the currency limit could discourage frequent experimentation if players cannot earn enough marks.

For example, you might initially prioritize equipment rewards before switching toward crafting materials. That flexibility is useful, but it becomes less attractive if every change requires you to worry about your remaining currency.

The important question is whether players can earn Marks of Wisdom quickly enough to adapt to their changing needs.

During the PTR, pay attention to how frequently you receive the currency and how often you actually need to change your selections. Those details will determine whether the system feels flexible or unnecessarily restrictive.

4. Tyrael’s Boons Adds More Seasonal Choices

War Plans Tactics is not the only progression system receiving attention in Season 16. Tyrael’s Boons introduces a separate seasonal tree that lets players customize additional rewards and bonuses.

Players can earn up to 132 points, enough to select up to four of the six available selections across four paths.

The four paths focus on different aspects of progression:

  • Curious Addition: Changes the Purveyor of Curiosities, offering options to improve its rewards and access to additional item types.
  • Merchant of Mystery: Adds a merchant at Torment difficulty who sells caches for Forgotten Souls, with further options involving Ancestral Caches, Runes, and Gems.
  • Scent of Gold: Focuses on gold and experience, with additional choices involving crafting materials, gems, and Legendary item drops.
  • Trash for Treasure: Improves material-related options, including Obducite, Scrolls of Restoration, and certain Alchemist and salvaging benefits.

These choices allow players to focus on different progression goals throughout the season.

One important point is that Tyrael’s Boons is available to all Seasonal players. You do not need to own the Lord of Hatred expansion to access it.

Tyrael’s Boons also does not replace Seasonal Blessings. Blizzard has confirmed that Seasonal Blessings will become a static system with the same five Blessings offered each season.

5. PTR Bugs Could Affect the Early Experience

The new systems still need testing, and the initial PTR known-issues list already highlights several problems.

As of the October 27 known-issues update, Blizzard listed the following issues related to War Plans and Tyrael’s Boons:

Alternate characters may temporarily show no shared War Plans points until the player changes zones.

The Merchant of Mystery may appear at difficulties below Torment.

The Lair of Runes node does not increase Rune drops from Lair Bosses.

These issues matter because they affect how players interact with the new systems. A progression bonus that does not work as intended can make it difficult to judge whether a particular setup is actually effective.

Players should distinguish between confirmed mechanics and bugs that Blizzard intends to address before the official release. If a node appears to have no effect, check the latest known-issues list before assuming that the underlying system is poorly balanced.

The PTR is designed to identify exactly these kinds of problems, so changes may still arrive during testing.

6. Is War Plans Worth Using in Season 16?

For players who regularly farm endgame content, War Plans Tactics is worth exploring. Its biggest advantage is that it gives players more influence over their preferred activities and reward categories.

To get started, consider these priorities:

  • Still looking for equipment? Invest in relevant reward categories and activities that support your current progression.
  • Need crafting materials? Consider Obducite and salvage-related rewards instead of focusing entirely on equipment.
  • Prefer particular activities? Invest in the corresponding activity nodes and explore the available Greater Helltides or Escalation Dungeons options.
  • Want to experiment? Track how many Marks of Wisdom you earn before frequently changing your selections.

Avoid assuming that one allocation will work for every character. The best choices depend on what you need, how you prefer to play, and how effectively the bonuses work in practice.

It is also worth testing the system before drawing conclusions about its long-term value. PTR mechanics and balance can change before Season 16 launches.

Diablo 4 Season 16's War Plans Tactics system has the potential to make endgame progression more flexible. Players can influence which activities appear, prioritize reward categories, and adapt their plans as their characters develop.

Marks of Wisdom introduces a new consideration for players who want to change their selections frequently, while Tyrael’s Boons provides additional seasonal customization. The initial PTR issues also show why testing matters before judging the system's final performance.

The biggest question is whether these changes make a noticeable difference to everyday farming. If War Plans helps players spend more time on useful activities and less time pursuing unwanted options, it could become a valuable part of Diablo 4's endgame.

For now, the system looks promising, but its real value depends on how well the bonuses work and how easily players can adjust their plans. The PTR is the best opportunity to test those details before the next season arrives.
