Legendary crafting is a progression system that allows players to systematically apply Legendary mods to items. Unlike regular mods, Legendary mods require special conditions for attachment and come with progressively higher costs for each subsequent modification.
Once you've unlocked the ability to craft a specific Legendary mod by scrapping Legendary Fallout 76 items, you can create it at a Tinker's workbench. Crafting Legendary mods requires Legendary modules based on the number of stars and additional materials unique to each mod.

To craft and modify a Legendary item, follow these steps:
For an item to accept a replacement Legendary mod, it must have a mod in one of its 1, 2, or 3-star slots.
For new, non-Legendary items or items lacking Legendary mods in all three slots, you can add random Legendary mods to fill the gaps. This process won't replace any existing Legendary stars. However, adding all three stars at once is more efficient than adding them one by one, as the cost is the same whether you add 1, 2, or 3 stars at once.
Currently, 4-star mods, like those seen in the Gleaming Depths PTS, can't be randomly added. Instead, a 4-star mod acquired through scrapping, crafting, or as a drop can be inserted into an existing 3-star item without replacing any existing 4-star mods.
Players can also use Fallout 76 caps as a form of currency to purchase a variety of in-game items, including cosmetics and utilities. While player titles cannot be directly bought with caps, certain limited-time events and seasonal content may offer special rewards, such as exclusive titles, that can only be unlocked by spending caps or completing specific objectives. This adds an additional layer of value to caps, encouraging players to participate in the economy of the game, trade items, or complete quests to earn the necessary resources for their desired rewards.
There are two main ways to obtain Legendary mods: scrapping and crafting.
Scrapping: Scrapping Legendary items at a workbench gives you a 1.5% chance to extract a Legendary mod. These mods are droppable, tradable, and sellable to other players or NPC vendors. It is possible, though rare, to scrap an item and obtain multiple Legendary mods from it.
Additionally, scrapping a Legendary item offers a 1% chance to learn how to craft the mod. You can only unlock one mod crafting ability per item scrapped, meaning there's a 2.97% chance to learn any of the three mods on an item. It's possible to both extract a mod and unlock crafting for it from the same scrap.
4-Star Mods: On the Gleaming Depths PTS, 1-4 star Legendary mods can drop from 4-star enemies or be rewarded through Raid encounters.
Once a Legendary mod is obtained, it can be slotted into an existing Legendary item, replacing the mod in the corresponding star-slot. The cost to replace a Legendary mod starts at 10 Legendary scrip and increases with each modification made to that specific slot. After 21 mod replacements, the cost reaches the maximum of 1000 scrip per mod.
Due to the escalating cost, it's often better to craft and mod new items rather than constantly replacing mods on existing ones.
